Duties

This position is located in EPA, Office of Inspector General (OIG), Office of Mission Support (OMS), Human Resources Directorate (HRD). The Office of Mission Support provides essential services to the EPA OIG in the areas of Budget, Human Resource, Acquisitions services, Facilities, Records, Property and Emergency Management. Excellence in service in these areas is paramount to the success of the overall EPA OIG mission.

Qualifications

All applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Qualifying specialized experience must demonstrate the following: GS-13: 1) Independently advises management on complex classification issues and providing management with insight into establishing organizational structures that support desired grade levels and facilitate employee career development; 2) Independently preform research and/or studies to recommend appropriate courses of action to resolve complex HR problems and issues (e.g. pay setting, re-organizations, classification, position management, or hard to fill positions); 3) Independently process a wide range of personnel actions (e.g. promotions, transfers, new appointments, WGI, awards, change in duty station) according to the agencies agency’s policy & procedures; and 4) Independently provide internal/external placement services and/or strategies to recruit for complex and hard-to-fill positions for General Schedule positions, Senior Executive Service or equivalent. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Evidence of the above specialized experience must be supported by detailed documentation of duties performed in positions held.
