This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This Program Manager (Product Lead Acquisition) is located in Aberdeen Proving Grounds, Maryland.
Duties
Serves as Supervisory Product Lead for assigned Acquisition system and/or related acquisition program.
Directs the development of life cycle documentation for assigned projects and funds.
Performs analysis, evaluation and oversight of all aspects of the planning, programming, budgeting, and execution of major organizational programs.
Manages a government team consisting of assigned civilian and military personnel – core and matrix.
Support civilian and military personnel, and the efforts of supporting contractor teams.
Reviews programming documents received from HQDA to determine effect on assigned programs.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One-year probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level Advanced in the Acquisition Career Field Program Management within 48 months of entrance on duty.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 50% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance with sensitive compartmental information or access for the duration of employment.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as performing ALL of the following duties: 1) Developing product development plans; 2) Managing all aspects of a defense acquisition program; 3) Leading a team of acquisition professionals by prioritizing work, assessing performance, and developing subordinates; and 4) Providing programmatic leadership with system architecture information systems, and data management.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 or GS-13 equivalent.
