Duties
Ensures that the financial management systems that process transactions consistently provide accurate, reliable, and timely financial information.
Analyzes program issues and evaluates financial data and reports utilizing business tools and applications, cost and analytical methodologies and performance metrics to resolve problems.
Develops financial management solutions in compliance with applicable laws, policies, and regulations.
Develops and implements operating procedures for monitoring programs, manages touch points and handoffs for assessments and system testing (e.g., SOA, DATA Act, Baseline Mapping, etc.,).
Analyzes, develops, evaluates, and promotes continuous improvements to financial processes and procedures.
Ensures business processes are in compliance with applicable laws/policies/regulations, documented and regularly maintained and risk evaluated and mitigated.
Process management metrics are within tolerance and processes are regularly monitored to ensure they remain auditable.
Identifies areas for system or process improvement based on their own experiences in support of system compliance with FFMIA.

- This position requires DoD Financial Management Level 2 certification within 2 years in accordance with DoD Instruction 1300.26, DoD Directive 5118.03 and section 1599d of Title 10, U.S.C. Once obtained, you must maintain and improve proficiency.
Qualifications
To qualify for a Financial Systems Analyst, your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Experience developing standard operating procedures for conducting assessments and system testing.
Develops templates to document data gathered from data calls
Interpreting financial management guidelines and procedures.
Identifying problem areas in financial management processes.
Experience analyzing documents and statistics in order to forecast/identify and evaluate changes in Finance program plans, and/or priorities and determine their effect on financial program milestones.
Experience gathering data to respond to audit requests or assisting management with process assessment.
Communicating both written and orally to set up, attend and conduct meetings and briefings with management officials, attend conferences to exchange views and provide insight on system capabilities.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
