Positions are with the Bureau of Indian Affairs (BIA), Positions serve as a Financial Specialist in a BIA executive office such as the Deputy Bureau Director, Office of Indian Services. The incumbent utilizes a vast knowledge of accounting and financial management principles and procedures in completing complex assignments.
Duties
Reviews and evaluates financial systems for effectiveness of internal controls and integrity of the organization's financial information.
Participates in decision-making sessions with top organizational management officials, and advises program managers on regulatory requirements, financial policies, the interpretation of data.
Devises new methods and criteria to identify trends and patterns, modifying systems to accept new kinds of data, and preparing a variety of regular and special-purpose reports.
Provides and implements solutions to correct internal control and reporting weaknesses.
Reviews and analyzes financial reports generated by the financial system and determines compatibility of each with plans, prior month status, other relevant reports, and the general ledger.
Identifies problems and discrepancies, determines if adjustments or corrections are required and takes necessary action to correct and produce reports.
Prepares external financial management reports, statements, supporting schedules, justifications, and related documentation as required by OMB, Treasury, and/or the Department of the Interior to ensure data consistency and integrity.
Reviews financial management policies, practices, techniques, and procedures that guide primary office financial work.

Qualifications
GS-13:
To qualify at the GS-13 grade, you must have at least one year of specialized experience at or equivalent to the GS-12 grade level performing the following: providing authoritative policy interpretations and functional recommendations in the implementation of new legislative and regulatory requirements; advising program leadership on regulatory requirements, financial policies, interpreting data, and improvement in operations; and coordinating the resolution of accounting system problems; managing, planning, coordinating, and evaluating the delivery of programs.
GS-14:
To qualify at the GS-14 grade, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level performing the following: developing and implementing financial policies or procedures for a program or organization; researching, compiling, analyzing, and summarizing data concerning financial operations problems; providing technical advice, guidance and recommendations for new financial management systems and preparing financial reports and presenting informational material on financial, accounting, or budgetary issues to senior level agency officials for review and evaluation.

Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
