This position is located in the Division of Finance, Office of the Director, of the Federal Deposit Insurance Corporation in Washington, D.C.   Salary reflects a pay cap for this position of $275,000.

Duties

Provides leadership and technical advice related to program and project execution, utilizing formal diagnosis, design, implementation, and assessment techniques. Works closely with senior executives, managers, and staff to understand the organization, environment, goals and develops prudent program and project plans. Plans, directs, and coordinates program and project efforts to ensure established milestones are accomplished on schedule, within prescribed funding parameters, and direct alignment with approved program/project scope. Reviews and assesses program and project effectiveness, with a focus on efficient and effective accomplishment of goals and objectives. Acts to avoid duplicative or counter-productive activities, facilitates optimal resource utilization (funds and personnel), and successful interaction with related programs and operations of other organizations within the Corporation, as well as providing justifications for major program or project change recommendations. Enhances business performance through the planning, execution and design of efficient and effective work processes, implementing actionable strategies. Reviews and provides guidance on proposed business solutions, both technical and non-technical, consulting with senior leaders regarding potential risks and shortfalls. Facilitates collaboration with stakeholders to meet organizational goals; designs effective solutions for new or existing business processes; directly applies change management techniques; and develops and executes effective communication and training plans. Identifies people-side risks and anticipated points of resistance; conducts readiness assessments, prepares impact analyses, evaluates results, and presents findings to stakeholders; develops sponsor roadmaps, stakeholder assessments, and resistance management plans. Develops and executes appropriate program/project risk management frameworks. Identifies opportunities and provide expertise in building resilience to change across the organization, including providing support to management to enact culture change initiatives as required. In collaboration with key stakeholders, ensures the introduction of new technologies into existing environments is consistent with FDIC policies. Champions business transformation and develops plans to implement solutions and business process enhancements to support strategic goals, initiatives, and business requirements. Prepares and presents briefings on programs and projects to stakeholders and senior leadership. Serves as the Oversight Manager, Technical Monitor, or Subject Matter Expert over contractors supporting, or fully developing, technical and functional requirements for a given program or project. Represents the Division with senior staff of other FDIC organizational components, officials of other Federal agencies, and private industry to articulate FDIC IT strategies, policies and procedures, and gains the acceptance and cooperation of senior officials. Represents the Corporation at various meetings and conferences conducted by the Corporation, other financial institutions regulatory and audit agencies, financial institutions, and private industry. Through these contacts, the incumbent articulates Corporation policies and procedures and gains the continued cooperation and support of top policy-making officials within and outside the Corporation. Analyzes and evaluates complex proposals, recommendations and questions in light of documentary evidence and other data. Recommendations and decisions have a significant impact on accounting, financial, and business management processes throughout the Corporation. Independently recommends, plans, and directs a wide range of special projects and complex analyses on accounting and financial or other issues. These special projects and analyses often involve difficult and complex issues. They may also involve contacts or relationships with other Federal agencies (e.g., other Federal bank regulatory agencies). Directs the planning, development, and implementation of new or significantly revised management information systems to enhance staff productivity and the quality, integrity, and availability of management information on corporate accounting and financial management processes. Briefs senior management at all levels of the Corporation on the findings and recommendations of a wide variety of studies, analyses and special projects. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others. Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Leadership Experience: Experience in leading and coordinating projects, including establishing expectations, reviewing work products/services, monitoring progress, and providing guidance and feedback to team members.  Technical Experience 1: Experience in managing large scale enterprise-wide programs and projects, with an emphasis on business transformation and advising on, developing, and presenting solutions to executive leadership for significant issues related to critical financial administration programs, significant organizational changes of related staff, or significant changes to financial systems, AND;Technical Experience 2: Knowledge of project management processes and lifecycles, including detailed understanding and application of the Project Management Institute’s Project Management Body of Knowledge (PMBOK), AND;Technical Experience 3: Experience in designing effective solutions for new or existing business processes; directly applying change management techniques; and developing and executing effective communication and training plans.
