This is a position designated as an FHFA Executive by the Director based on the incumbent's influence over and accountability for effectively accomplishing the FHFA mission. Following is a general description of the executive roles and responsibilities representative of FHFA executive positions, followed by a description of programs and functions managed, reporting structure, and the specific roles and responsibilities assigned specifically to this position.
Duties
Executive Roles and Responsibilities
Serves as a key advisor to the Chief Operating Officer with responsibility for participating in major decisions and general management of FHFA. Provides strategic and operational expertise to the Chief Operating Officer and is responsible for participating in major decisions and general management of the agency.
Oversees the management of assigned organizational unit and/or program area, directing and coordinating the implementation of programs and policies for assigned functional area. Analyzes the implications and impact of current and proposed policies, programs, and practices, with broad discretion to approve courses of action and resolve concerns of major significance.
Recruits, leads, motivates, and develops a staff of employees. Evaluates performance in accordance with FHFA guidelines; has full authority to make a broad range of human resource decisions including hiring, promotion, adverse actions, performance evaluation/awards, and the development/training/mentoring of staff. Models innovation, creativity, and excellence and encourages the development of those competencies throughout FHFA. Performs these duties following equal employment opportunity principles.
Establishes objectives and goals in support of the agency/organization's mission and strategic/operating plans. Develops short and long term plans and establishes priorities for the organization. Plans and manages resources with accountability for achievement of organizational goals and objectives and for overall agency results.

Serves as a senior advisor to the Director, providing advice as a technical authority on complex, mission critical areas where topics have little or no precedent and broad implication.
Performs other special assignments of a responsible, urgent, and often sensitive nature.
Functional Roles and Responsibilities
Incumbent reports to the Chief Operating Officer and manages and directs the agency financial management program. Is responsible for overseeing and reviewing the agency's accounting, budgeting, strategic management, and contract administration policies, goals, and objectives. Provides advice and guidance to the Director, Chief Operating Officer, and senior staff related to the agency's budget and financial management.
Develops and maintains an integrated FHFA accounting and financial management system, including financial reporting and internal controls, to provide FHFA leadership with real-time, reliable, and standardized financial management data and which complies with all relevant accounting, regulatory, and OMB standards and guidelines.
Provides advice and assistance on the budget and contracting functions of FHFA, including the development of policies, determination of priorities, and establishment of goals and objectives. Participates in discussions on policy and program developments, conducts complex analyses of policy and program goals and objectives to identify and formulate specific policy and program options.
Directs the development of FHFA's annual operating, capital, and program budgets, as well as reporting for the development and execution of the same. Manages the presentation and approval processes for the proposed budgets. Coordinates with other appropriate executives to ensure budget integration with Agency plans.
Develops the Agency's long-range financial and contracting goals and objectives, provides advice, recommendations, and guidance to the COO. Establishes strong working relationships with other executives to ensure budget submissions are aligned with the goals and mission of agency. Manages efforts to integrate financial and budgetary planning and execution into Agency comprehensive performance and strategic plans.
Ensures compliance with federal financial requirements by studying existing and new legislation and directing organization to take appropriate action. Prepares and transmits an annual report which includes the agency's audited financial statement to the Chief Operating Officer, Office of Management and Budget and Congress. Oversees relevant audit and oversight measures to ensure agency funds are expended in accordance with applicable laws and standards.
Oversees spending trends, analyze internal operations, and identify areas for cost reduction and process enhancement. Prepares reports and trend analyses on financial expenditures, make recommendations on strategies to improve efficiency of budgets and spending and enhance cost savings.
Performs other special assignments of a critical, urgent, and confidential nature.

Qualifications
In order to qualify for the Chief Financial Officer position, you must meet the minimum qualifications for the grade level described below. Your resume must clearly describe your relevant experience.
Minimum Qualifications LL-01: To qualify for the Chief Financial Officer, applicants must have one-year of specialized experience equivalent to the EL/GS-15 which is in or directly related to the line of work of the position to be filled.
Examples of specialized experience include the following:
Serving in a senior financial management role to develop and implement creative financial management strategies that comply with applicable regulations for an organization with an annual budget of at least $100 million.
Advising senior leadership on the development and execution of a complex budget, to ensure cost effective achievement of mission goals, as well as providing leadership and expertise to staff supporting these efforts.
Performing federal accounting in accordance with established standards, including sophisticated fund and grant accounting, compliance, and reporting.
Leading an organization through successful audits and other assessments, including under the Office of Management and Budget (OMB) Circular A133.
Comprehensive knowledge of relevant financial regulation and guidance, including: the Chief Financial Officer's Act, Federal Accounting Standards Advisory Board (FASAB) Statements and Concepts, relevant OMB Circulars, GAO Titles, Treasury Letters and Bulletins, and GSA directives and other pertinent government guidelines.
Providing day-to-day leadership to diverse staff performing key operational or administrative tasks to ensure both effective and efficient achievement of mission goals as well as enhancing staff inclusion and engagement.
A certified public accountant (CPA) designation is desirable but not required for this position.
Time-In-Grade: Current or Former Federal government employees who have held an EL/GS position in the preceding 52 weeks, must meet the time-in-grade requirement. To be eligible for the:
LL-01 position, applicants must have served 52 weeks as an EL/GS-15 or higher in the Federal Service.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
