Duties

Provides overall management of the Army strategic level contingency planning for sub-function capabilities to include designation of roles and responsibilities. Serves as the USAFMCOM primary POC for both internal and external audits within the assigned sub-function. Conducts planning and execution of the HQ Department of the Army Staff management of all actions related to assigned financial management sub-functions (i.e. travel, commercial vendor services, or reserve military pay). Manages the establishment of Army priorities and program goals for Army financial management operations to include development of metrics, implementing policy changes, and prioritizing system changes.

Requirements

  • Must be a U.S. Citizen.
  • Position has been designated as Secret/Noncritical Sensitive (NCS) Security designation level. Incumbent is required to obtain and maintain a Secret/Noncritical Sensitive (NCS) security clearance.
  • Department of the Army DA Civilians must successfully complete all mandatory Civilian Education System CES courses which may require travel.
  • This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program.
  • The incumbent must adhere to DoD Standards of Conduct.

Qualifications

Time in Grade: For entry at the GS-13 level, status applicants must have served 52 weeks as a GS-12 or higher grade in the Federal Service. Specialized Experience: For the GS-13, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-12 grade level in the Federal service, or comparable in difficulty and responsibility to GS-12 if outside the Federal service. Specialized experience is defined as experience with Federal Government commercial vendor pay operations; planning and implementing process improvements and internal controls relative to commercial vendor pay operations, contract payment operations, payment preparation and certification operations, systems, policies, and procedures; and providing high-level financial systems expertise to senior leadership to help them carry out financial missions with allocated resources. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
