You will serve as a Human Resources Specialist (Classification/Recruitment) in the Human Resources Office (HRO), Total Force Manpower Directorate of Commander, Navy Region Hawaii. This is a developmental position with a full performance level of GS-12. Applications will be accepted at the GS-11 and GS-12 grade levels.

Duties

You will provide the full range of human resource services that includes recruitment, competitive staffing, merit promotion, and Recruitment, Retention, Relocation (3Rs) incentives programs. You will perform management activities to ensure position descriptions are current and packages are compliant, including complex and sensitive cases, and processing all personnel and pay actions. You will review personnel actions in progress to ensure adherence to policy and compliance with negotiated agreements. You will coordinate with customers on human resources operations. You will advise senior leaders in the development of solutions to an organization's human resources problems. You will advise managers on the position classification process. You will advise hiring managers on the procedural and regulatory requirements governing the recruitment process.

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require occasional travel from normal duty station. You must be able to travel on military and commercial aircraft.

Qualifications

FOR THE GS-12 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Providing expert advice to managers and personnel on the hiring process; 2) Analyzing the duties of a position to determine the correct title, pay plan, series and grade level; 3) Recommending solutions to solve recruitment and placement issues; and 4) Assessing organizational needs regarding succession planning, recruitment and training. FOR THE GS-11 GRADE LEVEL: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Executing recruitment, reassignment, and various personnel actions in accordance with Federal laws, policies, rules, and regulations; 2) Reviewing and analyzing position descriptions utilizing federal classification standards; 3) Applying position management principles and techniques to provide management advisory services regarding organizational structures and career development; and 4) Resolving problems, answering questions, and providing guidance on complex staffing and position classification problems utilizing human resources tools and systems. Education

FOR THE GS-11 GRADE LEVEL: Applicants for the GS-11 grade level may substitute the following educational attainment for specialized experience listed above:

Have successfully completed a Ph.D. or equivalent doctoral degree.
OR
Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and graduate education that equates to one year of experience. Percentage of graduate education plus percentage of experience must equal 100%.
