You will serve as a FINANCIAL MANAGEMENT ANALYST in the Financial Compliance Branch (N842), Accounting Operations (N84), Comptroller (N8) of THE BUREAU OF MEDICINE AND SURGERY.
This announcement uses the Expansion of Direct Hire Authority Personnel of the Department of Defense to recruit and appoint qualified candidates to certain positions in the competitive service.

Duties
You will accept invoices in Wide Area Workflow (WAWF) and address contractor performance issues.
You will conduct financial analysis to identify trends, variances and key performance indicators.
You will develop and interpret accounting policies and practices.
You will support various financial compliance programs within the N842 shop in a developmental role.
You will operate as the Contracting Officer's Representative (COR) for the N84 Accounting Support Contract.

- GS-12:This is a Financial Management Level 2 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- GS-11:This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
Qualifications
For the GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience conducting financial program analysis to support operations and present reports to senior management.
Experience analyzing financial program management processes to provide recommendations for improvement.
Experience developing new financial guidance, policies, and standard operating procedures.
Experience providing advice on methods for the acquisition and use of funds to support an organization's programs and activities.
For the GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience tracking and analyzing data to ensure compliance with financial program policies and procedures.
Experience performing cost-benefit analysis of current and projected financial programs and operations.
Experience analyzing and evaluating financial program and accounting data

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
