You will serve as a SUPERVISORY FINANCIAL MANGENET ANALYST in the Headquarters Comptroller of BUREAU OF MEDICINE AND SURGERY.

Duties

You will perform continuing program execution review, analysis and appraisal of the major operation and support programs within the organization. You will prepare briefs for senior managers on program execution and provide recommendations to correct program variance or problem areas. You will coordinate the development and reporting of cost/performance information in support of mission task for the organization.

Requirements

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience formulating budget and estimates to support plans, programs and activities. Experience reviewing and evaluating budget requests; control and reporting of obligations and expenditures. Experience developing, determining and interpreting financial policies and practices. Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations. Experience implementing legal and regulatory controls over approved budgets. Experience implementing internal controls and providing advice on effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities. Experience reviewing and evaluating Support Agreements and associated invoicing. Experience implementing and responding to audit and internal control requirements.
