You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Business Operations/Comptroller of BUREAU OF MEDICINE AND SURGERY.
Duties
You will plan, direct, analyze, and administer budget and execution, in the Navy and Defense Health Programs (Operations and Maintenance; other appropriations as appropriate).
You will prepare spend plans, program, and financial briefs, and works with program managers to allocate internal resources in accordance with BUMED, Defense Health Agency and OPNAV priorities.
You will use automated financial systems for planning, budgeting, and execution of complex programs.
You will formulate, prepare, justify, execute, and manages multiple project budgets.
You will prepare financial planning and assessment documents and budget exhibits; and develop reclamas, impact statements, and budgetary justification papers.
You will serve as a supervisor, assigning work, setting priorities, developing performance standards and evaluating employee performance.
You will provide technical and administrative oversight, advice and instruction.
Requirements

- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience in the Planning, Programming, Budgeting and Execution (PPBE) of both DoD/Defense Health Programs (DHP) appropriations and Department of the Navy (DON) appropriations.
Experience developing detailed current and future years budget guidance and allocations,
Experience executing Planning, Programming, Budgeting and Execution for DHA and Navy appropriations to include reporting, and administrative functions, acquisition,Business, and financial management practices and techniques.
Experience providing budget advice and support to one or more supporting BUMED Codes, in support of BUMED Missions and associated programs worldwide.
Experience translating mission goals from a budgetary viewpoint and describe in detail how mission objectives can be realized in terms of dollar costs in the budget estimate.
