This position serves as the Lead Civilian Pay Administration Specialist within the Pentagon Force Protection Agency's (PFPA), Mission Integration Directorate, Financial Management Division. The Division manages and oversees PFPA's civilian pay staff, Customer Service Representatives and management policy and procedures, and processes civilian pay. This position is responsible for pay validation, time and attendance systems, and audits/inspections related to civilian pay.
Duties

Incumbents typical work assignments may include the following:
Oversees, maintains and assists in the operation of the Customer Service Representative function and the Post Pay Validation function
Provides payroll advice and assistance to employees and supervisors regarding payroll systems, entitlements to overtime, differentials, environmental and hazardous duty, holiday and special rates, premium pay, etc.
Answers civilian employees' questions regarding payroll adjustments, researches historical records to detect sources of errors, and computes adjustments
Performs periodic spot checks across the organization timekeepers' records of supporting documentation and time and attendance to ensure accuracy of data, and proper file maintenance

The employee assigned to this position is designated as a MISSION ESSENTIAL EMPLOYEE. Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations (e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor.
In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program(DFMCP)," this position requires a Level 3 Certification under the DoD Financial Management (FM) Certification Program. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26. FM workforce members may also present and maintain one of the following five professional certifications to meet any of the three DFMCP certification levels: (1) Certified Defense Financial Manager (CDFM) (Continuing education required: 80 hours every 2 years); (2) Certified Government Financial Manager (CGFM) Continuing education required: 80 hours every 2 years; (3) Certified Information Systems Auditor (CISA) Continuing education required: 120 hours every 3 years; (4) Certified Management Accountant (CMA) Continuing education required: 30 hours every year; (5) Certified Public Accountant (CPA) Continuing education required: 120 hours every 3 years. To satisfy the DFMCP certification requirement using one of the five professional certifications listed above, FM workforce members must be in an active and current status.

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates:
Performing system administration for Time and Attendance functions, such as identifying discrepancies, time card certification, files maintenance, or individual record reviews;
Managing operations of personnel pay validation or discrepancies (such as, pay audits, reconciliations, policy compliance);
Provide technical guidance on timekeeping or payroll processes in alignment with law, policy or regulations; and,
Providing guidance to peers or internal customers on payroll matters (such as taxes, leave, insurance, benefits, pay adjustments, etc.).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
