This position is located in the Office of Budget and Financial Management (OBFM), Executive Office for Immigration Review, U. S. Department of Justice. Incumbent serves as Supervisory Financial Management Specialist directing staff that performs a wide variety of analytical, reporting and administrative functions.
This is a Competitive Service position; additional positions may be filled from this announcement within 90 days of certificate issuance.

Duties include but are not limited to the following:
Develops financial policy directives, including any agency guidance, necessary to effect improvement in the effectiveness and efficiency of resource management operations.
Ensures that changes in financial policy from DOJ, OMB and Congress are disseminated to all applicable programs.
Serves as a member of the finance advisory team and issues instructions as needed.
Interprets financial guidelines and established master schedule for logical sequencing and timely accomplishment of the financial reporting cycles.
Develops and formulates major financial documentation for submission to DOJ headquarters.
Requirements

Qualifications
In order to qualify for the Supervisory Financial Management Specialist position, you must meet the following time in grade requirements and minimum qualifications:
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. If your eligibility for both merit promotion and/or time-in-grade cannot be determined, your application will be rated ineligible. Please see Required Documents for additional information). Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.
AND
FOR THE GS-14 LEVEL:
Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:
providing technical direction, leadership, and supervision in developing, implementing, and updating policies, standards, and guidance pertaining to budget and financial management programs and services for an organization;
serving as senior policy advisor for the Chief Financial Officer, division directors, branch chiefs, and staff under the CFO of an organization;
monitoring Federal and organizational budget and financial management policy and clause changes, proactively updating policy or issuing interim instructions;
directing the development of enterprise-wide budget and financial management standards and practices, including standard operating procedures and standardized user work tools, such as job aids, templates, and user manuals; and
developing and providing instruction on organizational processes for internal reviews, evaluations, and checklists designed to ensure conformance of budget and financial management practices and programs with applicable laws and regulations.
