The primary purpose of this position is to serve as AFIMSC Support Agreement Manager subject matter expert providing Support Agreement Management expertise to Logistics Readiness Squadrons and other base support units at Air Force installations enterprise-wide.

Duties

Provides in-depth support and oversight of base level support agreements operations, programs, and processes. Support Agreement Management Tool (SAM-T) and Continual Evaluation Program Manager. Maintains a continuous liaison with other AFIMSC Stakeholder, Staff agencies, and Logistics Readiness Units to facilitate full spectrum support agreement support. Represents AFIMSC at a variety of higher headquarters operational and logistics support agreement conferences, working groups, and forums. Serves as the AFIMSC Installation Logistics Division Lead in coordinating, integrating and synthesizing Division subject matter expert inputs as needed relative to Deployment & Distribution functions associated with AF Basing actions.

  • This position meets the administrative exemption criteria for the Fair Labor Standards Act (5 CFR 551.206)

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes that I have or will have within 120 days of this announcement closing, will have at least 52 weeks (one year) of specialized experience which is equivalent to Federal experience at the next lower grade (GS-12) level or equivalent (grade level, pay schedule, pay band, etc). Specialized experience is overseeing base level support agreements operations, programs, assessing and revising policies, procedures, and processes, providing support agreement management guidance and trainings. translates complex operational requirements affecting the health of the enterprise base-level support agreements program into actionable objectives to be met by SAM-T programmers and continual evaluation program manager, provides results of studies, analyses, and evaluations to counterpart agencies to share experiences; to improve overall base level support agreement level planning, participates in discussion of sustainment, new requirements, resolution of problems, and coordination of work between involved agencies. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of laws, policies, regulations, and precedents applicable to logistics management, Intra-service support, Inter-service support, and logistics readiness program execution. Knowledge of regulations, instructions, practices, and precedents applicable to development, revisions, and termination of support agreements at joint, Service, Federal, and State agency level. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness. Practical experience working with complex military command structures, missions and programs for organizations involved in logistics activities. Demonstrated ability to work autonomously in gathering, assembling, and analyzing pertinent facts; draw conclusions; devise recommended courses of action; and package the entire process in briefings, papers, and/or reports suitable to inform senior leaders' decisions. Ability to communicate orally, in writing, and/or use of visual aids in a highly effective manner; provide clear, concise, thorough presentations covering logistics plans and analysis to senior officers/civilians. Expert knowledge of available resources, responsibilities, and streamlined means for providing assistance and advice to resolve support agreement problems. Demonstrated proficiency with Joint Basing, Site Survey and Site Activation Task Force (SATAF) programs, concepts and policies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
