You will serve as a MANAGEMENT ANALYST in the Office of the Operations Officer of NAVAL FACILITIES ENG COMMAND MARIANAS.
This position is also subject to a Cost of Living Allowance (COLA) currently set at 12.04%. COLA is subject to change without notice.
Duties
You will develop products that facilitate the acceleration of organizational effectiveness and mission readiness.
You will conduct quantitative and qualitative basis to evaluate the effectiveness of programs, processes and operational procedures in meeting mission established goals and objectives.
You will advise on the potential benefits of process changes to improve the efficiency of administrative support programs.
You will develop life cycle cost analysis of projects, or performing cost benefit of current or projected programs.
You will discover and develop performance metrics to best represent the key processes within Pubic Works.

- This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
- If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
- Must be able to obtain and maintain a U.S. Passport.
- May be required to obtain a VISA dependent on the overseas country's laws/regulations.
- You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to obtain and maintain a current valid United States driver’s license.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
- Experience conducting analysis on a quantitative and qualitative basis to evaluate the effectiveness of programs and operational procedures across Public Works.
- Practice developing life cycle analysis of projects or performing cost benefit of current or projected programs.
- Collect, compile, record and maintain program data and prepare statistical reports.
