You will serve as a PROGRAM ANALYST in the CAPITAL IMPROVEMENTS BUSINESS LINE (CIBL) of NAVAL FACILITIES ENG COMMAND MARIANAS. Duties

You will conduct studies and evaluations of the Design and Construction Business Line (DCBL) programs/projects including their associated budgets. You will analyze funding status to ensure sufficient funds are available in support of Project Managers and the overall business line funding requirements. You will advise the Product Line Coordinator (PLC) with respect to ongoing DCBL financial operations and its relationship to Naval Facilities Engineering Command, Marianas (NAVFACMAR) goals and objectives. You will develop budget, compile and monitor financial data to verify budget's adherence to NAVFACMAR management's financial goals and objectives for the budget years and establish and load all funding sources and direct costs into financial systems. You will oversee the financial execution of business line programs of broad scope and mission impact. You will provide technical and administrative staff support to the DCBL.

• This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
• If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

• May be required to obtain a VISA dependent on the overseas country's laws/regulations.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing program/project, financial management, administrative and budget analysis to support the design and construction of multiple business lines.
