You will serve as a LEAD HUMAN RESOURCES SPECIALIST (LABOR & EMPLOYEE RELATIONS) in the LABOR and EMPLOYEE RELATIONS DIVISION of NAVFAC SOUTHWEST.

Duties

You will ensure that the organization’s strategic plan, mission, vision, and values are communicated to the team an integrated into the teams strategies, goals, objectives, work plans, and work products and services. You will plan, develop, promote and coordinate multiple labor relations and employee relations programs to meet immediate and long range needs of the command served. You will serve as the management representative in resolving issues presented by labor organizations in connection with the implementation of the agreements and as the recognized authority for the implementation of the labor-relations program. You will provide expert interpretations and decisions to employee relations specialist, HR supervisors and managers to resolve disputes and interprets facts, events, and/or identifying aggravating or mitigating factors relevant to cases.

  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Providing advice and guidance to management on labor relations issues and has experience negotiating on behalf of management; 2) Providing policy guidance and interpretation to fellow specialists and customers when dealing with labor unions 3) Advising management in progressive discipline, various complex disciplinary issues, adverse actions, performance-based actions, leave administration, etc. and can explain ambiguous rules/regulations to help customers understand their rights and obligations; 4) Developing and delivering training in LER programs; and Prepare, apply, and carry out procedures for handling and representing the command in grievances.
