The incumbent of this position serves as a Budget Analyst in the Budget Planning, Formulation, and Presentation Division, Executive Office, Bureau of International Narcotics and Law Enforcement Affairs (INL/EX/BP).
Duties
Participates with INL/EX/BP, and other senior INL staff, in overall planning and program management sessions to ensure adequate planning for the resources required to appropriately meet the Bureaus critical strategic goals.
Makes recommendations, based on past practices and expertise in the budget field, on methods to improve INLs responsiveness to overseas posts with respect to management and oversight of program funds.
Identifies solutions to funding problems and increases efficiency and effectiveness based on an
understanding of the underlying funding and oversight requirements.
Coordinates with senior program, project managers and program officers throughout the Bureau, on matters related to funding requests to ensure they are properly accounted for in budget submissions, reclassification and reprogramming actions.
At the GS-12 level, the incumbent performs duties as outlined above however the scope and complexity of assignments are of less responsibility and independence. The incumbent receives closer than normal supervision than at the GS-13 level.

Qualifications

Applying for the GS-12
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience formulating foreign assistance budget requests.
Experience advising senior leadership on foreign affairs policy.
Experience reviewing and processing foreign assistance agreements with other countries or international organizations through letters of agreement (LOAs and IO-LOAs).
There is no substitute of education for specialized experience for the GS-12 position.
Applying for the GS-13
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience reviewing and processing foreign assistance agreements with other countries or international organizations through letters of agreement (LOAs and IO-LOAs).
Experience leading meetings and trainings related to foreign assistance.
Experience requesting and justifying release of funding for foreign assistance.
There is no substitute of education for specialized experience for the GS-13 position.
