About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. Serves as a Senior Policy & Doctrine Analyst to lead and make substantive contributions in efforts to assess/identify and respond to policy needs.
Duties
Prepares position papers and briefings for own or Command leadership presentations at meetings, conferences, and working groups.
Solicits inputs from the DoD cyber community to ensure that position papers utilize the best thinking available on a wide range of highly specialized, often technical subjects.
Maintains continuing effort to keep abreast of cyber program operations and projected operational requirements/priorities and challenges.
Provides authoritative interpretations of Command-level cyber policy and doctrine to SMEs in other Command elements.
Develops doctrine and policies for testing/evaluation in exercises and proposes refinements/updates.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The incumbent must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam.
- Drug Testing: This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
- The incumbent may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.

To qualify based on your experience, your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled.
Specialized experience would be demonstrated by preparing position papers, documents, and proposed policies for presentation to high-ranking senior officials and leadership. Conducting analyses and document findings/conclusions to ensure short- and long-range operational requirements are met. Providing interpretations and guidance of command-level policy and doctrine in support of operational work efforts.
