About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Advise on on all military and civilian protocol matters including proper ceremonial forums, honors, courtesies and etiquette.
Duties
Assist in providing operational support and other assistance to various foreign embassies, Congressional staff offices, DoD agencies, USAICoE staff elements and tenant commands on official visits of foreign and U.S. dignitaries, visitors and guests.
Responsible for budgeting, requesting, processing, managing and expending Secretary of the Army Representation Funds (Limitation .0012) as the primary ORF Credit Card Holder IAW the CG's intent.
Maintain the controlled inventory of the Foreign Dignitary Gift Closet and the Foreign Gift Log Database. Maintain records and files of expenditures for official luncheons, dinners, receptions and other social events.
Assist in the facilitation and execution of all protocol requirements for VIP and high-ranking U.S. and foreign visitors to USAICoE and its tenant commands.
Plan and coordinate protocol support for visits to USAICoE by commanders. Collaborate with the protocol officer to prepare detailed itineraries and in the planning of appropriate gifts, menus, graphic, photographic, escort and parking support.
Research and prepare seating arrangements. Responsible for briefing the CG, other command group principals and the staff elements on the Visitor and Events Report and various protocol required actions.
Point of contact for ceremonies hosted by the CG. Design, prepare and print formal invitations, flyers and programs. Coordinate and arrange for public affairs coverage. Responsible for VIP seating, escorting VIPs and guests.
Assist and advise in the planning and coordination of protocol support for formal military ceremonies and receptions, to include all related requirements such as invitations, flyers and programs, ceremonial bands and salute gun platoons.
Depending on the honoree (military or distinguished civilian), must ensure that the proper personal courtesies and flag courtesies are observed.
Assist in the planning, organization and execution of all tours and demonstrations for allied military attaches. Confer with embassy contacts to ensure all requirements are met and coordinate other official activities with the embassy staff.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
- Two year trial/probationary period may be required.

GG-09: To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience providing protocol support organizational conferences, events, parades, and/or dignitary visits; and, ensuring distinguished visitors are treated with the proper courtesy and social amenities based on rank or social customs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07).

Education: Successfully completed two full years of graduate level education leading to a master's degree (36 semester hours) in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Marketing, Public Relations, Advertising, Business Management, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of graduate education beyond your first 18 semester hours by 18. Add the two percentages. (Note: You must attach a copy of your transcripts.)
GG-11: To qualify, applicants must have one year or more of professional work category specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience planning official functions hosted by the Commander or senior leadership for civilian and military dignitaries, such as ceremonies, changes of command, receptions, dinners, luncheons and other activities; composing invites and maintaining RSVP lists; preparing seating plans and place cards; determining flag requirements; and, coordinating with staff and dignitaries to ensure functions are conducted in accordance with established protocol standards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Marketing, Public Relations, Advertising, Business Management, etc. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
