About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties
Perform wide range of IT activities to include capital planning and investment control, policy and standards development, resource management, knowledge management, and IT portfolio planning, management and governance, and standardized IT services.
Coordinate cross-team goals and objectives both inside and outside the organization to accomplish mission.
Analyze interrelated issues of effectiveness, efficiency, and productivity affecting major administrative programs/projects of an agency, to include opportunities for contract consolidation.
Work may involve performing budget analysis and management of financial programs with particularly high visibility at higher headquarters such as congressional budget line items.
Responsible for the collection, analysis and validation of Command, Control, Communications, Computers and Information Technology (C4IT) requirements supporting the Army?s IT Approval System (ITAS) approval process
Participates as Subject Matter Expert in various cyber planning and working groups formed to analyze, evaluate, and recommend solutions to future communications planning problems in support of various C4ITs.

- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must be able to obtain and maintain a SECRET security clearance.
- In support of contingency operations, incumbent may be required to work overtime and shift
work on short notice to include nights, holidays and weekends.

To qualify based on your experience your resume must clearly describe the following quality experience:

OR
Master's degree in economics, statistics, mathematics, applied sciences, law, or other fields related to the position is qualifying for GS-11 research positions. Total undergraduate and graduate study must have included at least 9 semester hours in mathematics and statistics and 9 semester hours in economics. Degree work must have included independent study or research in regulatory impact. Theory courses, without independent study or research, are not sufficient to demonstrate ability to perform at the GG-13 level. (Note: You must attach a copy of your transcripts.)
