About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.
Duties
Serve as an Information Systems Management Specialist with responsibility in the planning, project execution, allocation, management, and use of satellite communication resources.
Manage oversight of project implementation, preparation and defense of projects plans, technical reports, requirements packages, budget documents, implementation guidance, and project implementation tasking and Bill of Material documentation.
Develop definitive technical solutions and project implementation plans that consider and amplify CC/S/A systems architectures, interoperability, interfaces, protocols, networking, expansion potential, and overall end-to-end compatibility.
Participate as a member of various NETCOM, HQDA, DoD, COCOM, DISA, and MILDEP signal planning and working groups formed to analyze, evaluate, and recommend solutions to future planning efforts in support of the DoD IE.
Develop or provide technical information to other Army and DoD functional program planners to assist in their planning, and provide lessons learned to help ensure system and network compatibility.
Ensure that cost and systems Analysis of Alternatives (AoA) are performed accurately and work with the HQ NETCOM staff to ensure that appropriate personnel, logistics, training, funding, implementation, and sustainment are included.
Support NETCOM's mission by managing and providing the warfighter with non-developmental/COTS products and information systems upgrades.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- In support of contingency operations, incumbent may be required to work overtime and shift work on short notice to include nights, weekends, and holidays.
- Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program.
- Must be able to obtain and maintain TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: developing project plans and providing justification of resources to execute the plans; tasking appropriate organizations to execute various portions of the plans and providing staff oversight of the project implementation; providing planning, management, and technical support for the implementation, sustainment, and integration of Command, Control, Communications, and Computer/Information Technology (C4/IT) and similar IE systems, in support of the warfighter; and developing and implementing operational systems plans and policies.
