About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Develop, establish, execute, and evaluate the professional development program for the organization
Duties
Provide direction and render administrative oversight, technical resource support, and staff assistance in determining professional development needs.
Plan professional development needs, to include accomplishment of training and career broadening assignments, and overall evaluation of program results.
Analyze employee input for career growth paths relative to training courses and incorporates requirements into overall planning.
Use innovation and creativity to independently research, develop and establish new processes and procedures that meld management requirements with employee goals for professional development.
Provide fact-based information and feedback to leadership on the results of training and professional development activities. Resolve problems, respond to reporting requirements, and make recommendations to customers and managers.
Conduct analyses through review of reports, evaluations, studies, command-level visits, and determine the degree to which organization is achieving the basic program goals and objectives.
Serve as Government Purchase Cardholder for payment of training course fees. Monitor obligations and expenditures for professional development program functions throughout the execution phase of the annual budget.
Assist the Administrative Officer in duties as liaison between USAICoE and the Civilian Human Resources Service Center (CHRSC) for all aspects of Civilian Human Resources (CHR) functions.
Perform special studies and projects for the Administrative Officer, including various aspects of civilian personnel management and administration requiring continuous coordination within USAICoE.
Assist in establishing, publishing and maintaining currency of standards for processing all Command Group staff action documents, to include a variety of administrative, acquisition, and civilian personnel management-related correspondence.
Serve as Defense Travel Administrator (DTA). Serve as the subject matter expert for help desk operations concerning the Defense Travel System (DTS). Ensure compliance with Joint Travel Regulations (JTR).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Secret security clearance based on a T3 ENTNAC/NAC/NACI/Background Investigation.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Two year trial/probationary period may be required.
