You will serve as a Code 900B PROGRAM MANAGER (PRODUCTION PLANNING) in the Production Resources Department Code 900 of NORFOLK NAVAL SHIPYARD.

Duties

You will develop long-term strategic plans that encompass resource allocation, workforce development, and technological integration You will lead the development and implementation of comprehensive workforce development strategies that align with the objectives of Code 900 Production Resource Department and NNSY You will ensure timely and accurate processing of personnel actions and adherence to federal regulations. You will manage the development and delivery of training programs for foundational trade skills.

Requirements

  • You will be required to successfully complete a pre-appointment physical examination.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA).
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, implementing, and applying the planning processes and techniques in training and development, delivery of administration, process improvement, quality management and resource management such as manpower, financial, workload implementation and planning, and overall services to the Production Department. Experience developing and interpreting guidance on Project Management programs, planning and evaluation. Experience with shipyard work and operations to ship repair, overhaul and shipyard work operations. Experience with supervisory responsibilities such as Employee Equal Opportunities, Labor Employee Relations, reasonable accommodations, investigations, hiring actions and merit principles hiring. Experience with workforce development including apprentice trainings, continuous development training and industrial management training.
