This position is the Special Advisor, Industrial Business Operations located in the public Naval Shipyards at Portsmouth, VA. The primary purpose of the Highly Qualified Expert (HQE) is to serve as a special advisor and support to the Norfolk Naval Shipyard (NNSY) and Portsmouth Naval Shipyard (PNSY) Shipyard Commanders, both navy 06s while serving as a subject-matter expert on daily operations of an industrial environment.

Duties

You will be hands-on and initiate, manage, and coordinate applied programs for increased efficiency and responsiveness of existing operations. You will help to define new and ideally common operational strategies by working directly with the NNSY and PNSY Shipyard Commanding Officers, Department Heads, and general workforce, as appropriate. You will be responsible for supporting overall business needs for transformational, internal management of the NSYs. You will drive process excellence with results that are transformative and sustainable as the result of current knowledge and practice in emerging trends, technologies and advancements in heavy industrial sciences. You will lead enterprise level business transformation with application to naval shipyards conducting maintenance and repair. You will have full authority and responsibility to advise on policies, strategies, goals, courses of action, and provide consultation and articulation of a clear case for change to support leadership direction and decision-making. You will provide lead and advise on transformation efforts to include strategic planning, communication, change management, and continuous process improvement with a focus on changes for operationally focused improvement. You will serve as a thought leader and strategy developer while leading, driving, and designing deployment of select initiatives that lend to the success of the assigned NSY. You will determine technically what programs and research problems should be undertaken, what type of approaches to the problems show promise of results and identify where and what aspects of programs should be eliminated. You will identify and recommend efficient and effective program improvements and present and defend these programs to obtain top level management support and provide overall results.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.) 1. Broad and expert knowledge of a wide range of technical business fields related to industrial operations and performance transformation and improvement with demonstrated application of this expert knowledge to effectively deliver sustainable results. 2. Experience in creating an overarching vision for broadly creating and maturing change in general and then providing concrete programs to produce instantiations in industrial environments that are equivalent or highly similar to naval shipyards. 3. Extensive experience in heightened thinking for formulation, coordination and justification of strategic initiatives, plans and policies. 4. Demonstrated ability to use data analytics to plan, execute and evaluate highly complex program work to meet short and long-term strategic priorities. 5. Knowledge of and experience in the application of tools such as earned value systems and integrated risk management methodologies. 6. Experience in handling of inquiries, effective and thoughtful communications/information dissemination, presenting and defending controversial issues and requirements via multiple communication mediums in order to influence decisions and outcomes with leaders at all organizational levels. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
