You will serve as a PROGRAM MANAGER in the Nuclear material Division (Code 2305), Nuclear Engineering & Planning Department (Code 2300) of NORFOLK NAVAL SHIPYARD.

Duties

You will coordinate actions of the naval shipyard for inspection, refurbishment, storage, maintenance, and inventory control. You will establish policy across the four naval shipyard. You will distribute work among the shipyard considering staffing, skill levels, and resources present at each shipyard. You will establish and make changes to priorities for shipyard performance of SX Program work to best meet the needs of NAVSEA. You will develop, identify, and review data for use in analysis, management, and direction of the SX Program. You will perform audits to determine compliance with NAVSEA requirements, procedures, sound and management practices. You will maintain oversight of all local procurements, including credit card purchases, purchase orders and contract.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the gs-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience planning, programming, budgeting regulations associated with SX Program. Experience applying a wide range of analytical and evaluative methods of the complex program and processes associated with the management of the SX Program. Experience performing studies and analyses of the highly technical and extremely complex and diverse Naval Reactors Program. Experience negotiating effectively with management at all levels to accept and implement recommendations. Experience coordinating highly complex work between work groups within or across the naval shipyards. Experience utilizing the databases used in support of SX Program work. Experience interpreting and complying with the Department of Transportation (DOT) regulations concerning shipping radioactive and classified SX Program components. Experience managing shipyard work and practices related to the conversion, overhaul, alteration and refueling of Naval Nuclear Propulsion Plants.
