You will serve as a Deputy Director in the Surface Maintenance Engineering Planning Program (SURFMEPP) Activity.

Duties

You will provide leadership and administrative support and advice to the Commanding Officer on all SURFMEPP programs and responsibilities. You will assist the Commanding Officer in providing overall direction and implementation guidance for all technical, program, policy and management decisions to integrate maintenance planning functions in phases of the ship acquisition life cycle. You will act in the absence of the Commanding Officer to ensure continuity of SURFMEPP executive level management. You will direct the overall management of, and ensure the development of policy, functional guidance, coordination and integration for all SURFMEPP programs, which address and define maintenance requirements and life cycle strategies. You will serve as advisor and consultant on new and improved business and management practices for application to assigned programs, emerging engineering concepts and disciplines, and advancing state-of-the-art programs. You will develop, establish and promulgate policies and plans for the activity encompassing matters of strategic and tactical planning, organization, and resource allocation for programs. You will direct the design and development of metrics, tools, and processes to capture and analyze maintenance data history. You will define and monitor elements that measure the overall performance of SURFMEPP. You will investigate problem areas, evaluate cost-benefits analysis of proposed operational changes and direct implementation of authorized changes. You will develop policy changes in response to changes in levels of appropriations or other legislative changes. You will exercise the full range of supervisory and personnel management authorities and responsibilities in directing work of subordinate staff. You will develop long range strategic goals and objectives, plans, assigns and evaluates work, sets and adjusts command priorities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector managing maintenance program or project requirements (e.g. resource allocation, planning and scheduling, material readiness, acquisition life-cycle, process improvement, strategic planning, performance measures, cost-benefit analysis, workload and workforce balancing, budget planning and development, or policy development) to prevent or resolve issues in the maintenance operation of surface ships or submarines. Examples of specialized experience includes: influencing, motivating, and challenging others; understanding and applying principles, procedures, requirements, regulations, and policies related to specialized expertise in ship maintenance and modernization in support of life cycle sustainment outcomes; working with Navy ship designs, systems, engineering and maintenance policies, procedures and operations within the Department of the Navy; working with Navy ship community major activities and stakeholders and their interrelationships, roles and responsibilities for ship life cycle maintenance; managing and coordinating activities to control and integrate several simultaneous management efforts by different organizations involved in different aspects of the programs being managed; supervising or directing a multi-sector workforce (military, civilian contractor) and multi-function (analysts, administrative personnel, engineering technicians, IT specialists, business and financial analysts) team as a division head, department head or higher to effectively to achieve mission and program goals; representing the organization as a subject matter expert, to all levels of Navy and external DoD or private sector organizations to secure approval and/or gain consensus on sensitive or contentious issues pertaining to ship maintenance; formulating objectives and priorities, and implements plans consistent with the long-term interests of the organization in a global environment.
