About the Position: Serves as an Army Community Service Operations Specialist in the G9 Family & MWR Programs Directorate, Headquarters, Installation Management Command (HQ IMCOM), which is located in Fort Sam Houston, TX.
Duties
Serve as advisor and consultant, develop operational guidance, goals, plans and objectives, advantages/disadvantages of different approaches and alternatives.
Independently plan and organize work products, effectively negotiate/recommend to management actions involving multiple agencies and complex programs.
Exercises judgment, initiative, and resourcefulness in deviating established methods to modify, adapt, and develop policies and guidance to treat specific issues or program areas.
Make recommendations concerning changes to established procedures and practices, or alternative approaches that are effective and meet the needs of management.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 30% of the time.

Specialized Experience: One year of specialized experience which includes analyzing, interpreting, and applying complex legislative, and regulatory decisions in the development of Army Community Service (ACS) program plans. Developing and coordinating fiscal planning and programming documents to support program development. Experience assisting in the development, analysis, and evaluation of aspects of Command-wide ACS programs that require isolating and defining unknown conditions, resolving critical problems, or developing new concepts and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
