Pay for first time hires to the Federal Government will typically be set at step 1 salary range for their respective grade level.
Duties
Ensures that government policy and regulations are fully supported in the design and development of assigned financial systems.
Conducts independent fact finding, studies, and surveys related to a specific module, phase, or work process of a major financial system.
Identifies systems problems and recommends solutions.
Plans, develops, and conducts projects involving operational/system changes caused by legislative, regulatory, or policy changes.
Coordinates with programming staff to establish test schedules, test input/output control, and implementation schedules.
Responsible for planning, coordinating, and compiling complex financial data related to program and budget, procurement, financial management, auditing, and accounting procedures, concepts, and reporting.

Qualifications
This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense. Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements. Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.
Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Combinations of education and experience may also be sufficient.
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade GS-11 within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized experience is defined as: Performing data analysis and evaluation of automated financial systems design and processing to include identifying, documenting and recommending financial system requirements; applying new financial regulatory requirements, policies, procedures, and regulations to ensure the continuity of a financial system's operations.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. Education
Education is not substitutable for specialized experience at the GS-12 grade level.
