The primary purpose of this position is to serve as security specialist functional program manager and action officer supporting the Security Forces (SF) Enterprise.
Duties
1. Serves as Action Officer for the AFSFC Command Staff and advises on policy and program management matters
relating to organization, training and operations.
2. Represents AFSFC with a variety of installation and functional area organizations.
3. Provides executive leadership and management.

services, personnel, logistics, resources, exercises, public affairs, safety, protocol, etc.
- Ability to effectively communicate via oral and written correspondence, and to organize meetings, surveys and documents to address complex issues.
- Ability to work collaboratively with internal and external organizations, including administrative support functional specialists.
- Must have the professionalism, political acumen, and ability to react quickly and credibly during frequent personal dealings with senior leaders.
- Ability to plan, organize, and coordinate requirements with senior management and supporting agencies.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions . Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Specialized experience includes I have, or will have, within 120 days of this announcement closing 52 weeks of specialized experience at the next lower grade (GS-12) or equivalent in other pay systems. Examples of specialized experience include work that has provided in depth knowledge of the missions, organization functions and processes of program areas such as public affairs, resource management, information technology, accreditation, human resources, logistics, program internal review and inspection, internal review, facilities management, program analysis and evaluation, safety and security; adapting analytical techniques and evaluation criteria to the measurement and improvement of programs and organizations; and providing analysis of resources required based on knowledge of budget preparation and submission procedures. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge and understanding of Security Forces, the military institution, culture, demographics,
management principles, practices, methods and techniques, and skill in integrating management services with the
general management of an organization.
2. Expert knowledge of applicable DoD, AF and SF policy, program, and systems requirements. Ability to provide
oversight to managers responsible for Security Forces (SF) programs AF-wide. Knowledge of and ability to apply
procedures, requirements, and policies related to SF Enterprise, including the ability to maintain credibility with
others on technical matters.
3. Requires knowledge of wing-level functions to include operations, communications, maintenance, civil engineering,
services, personnel, logistics, resources, exercises, public affairs, safety, protocol, etc.
4. Comprehensive knowledge of the application of Air Force Installation and Mission Support Center (AFIMSC)
support services and programming processes for SF programs.
5. Ability to effectively communicate via oral and written correspondence, and to organize meetings, surveys and
documents to address complex issues. Ability to plan, organize, and coordinate requirements with senior
management and supporting agencies. Ability to work collaboratively with internal and external organizations,
including administrative support functional specialists. Must have the professionalism, political acumen, and ability
to react quickly and credibly during frequent personal dealings with senior leaders.
6. Detailed knowledge of the Air Force Inspection System (AFI 90-201) and its component programs including
Commander's Inspection Program, Installation Exercise Program, Commander's Inspection Management Board, Self-
Assessment Program, Inspector General Evaluation System, and the Management Internal Control Toolset.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
