This position is in the Veterans Benefits Administration (VBA), Office of Human Capital Service (HCS), (Office of the Executive Director). This position serves as the Manager of Administrative Services and assists the Executive Director of HCS with a variety of administrative responsibilities relative to the accomplishment of their mission and goals of the HCS front office. Incumbent participates in the development of long-range and short-range plans, goals, and objectives of the organization.

Duties

Specific duties include: Major Duties: Carries out performance management functions related to analyzing and reporting on status, progress, and accomplishment of HCS programs and services. Incumbent serves as a technical representative and principal advisor to the Executive Director on all administrative management matters affecting HCS Front Office Coordinates the work of all Administrative staff and plans and directs assignments which involve analysis of programs such as manpower utilization, management and internal control systems, financial systems and procedures, and delegations of authority. Exercises responsibility for budget formulation, justification, execution, presentation and financial management and reporting. Maintains awareness of and information about the overall status of financial resources and provides advice to management on budgetary and finance issues. Compiles, consolidates, organizes, synthesizes and summarizes information on a variety of complex issues needed by, or of interest to the Director or Executive Director and directorate staff. Manages and maintains a correspondence management system for the directorate to set response times, track and ensure the timeliness and responsiveness of critical correspondence. Develops communication plans, talking points, fact sheets, briefing documents, speeches, and other matters, and develops and/or coordinates and drafts position papers and executive correspondence. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-11, GS-12, GS-13.. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/15/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below:GS-11: One year of specialized experience at the next lower grade level GS-9.Specialized experience is defined as: Researching information and on programs, policies and procedures pertaining to budgets, procurements, reporting and manpower requirements, correspondence, internal controls, and other administrative program functions; Assisting with the drafting of communication plans, reports, talking points, briefing documents, correspondence, information and other materials for presentations and management involving administrative program issues; Providing information used in the preparing, execution, and monitoring of budgets and financial management issues. Compiling, organizing, synthesizing and summarizing information on a variety of issues. Maintaining a correspondence management system to set response times, track and ensure the timeliness and responsiveness of critical correspondence OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successful completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level, graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with the application. Education cannot be credited without documentation. OR Combination: A combination of education and experience described above may be used to qualify for this position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. Note: Transcripts must be submitted with the application. GS-12: One year of specialized experience at the next lower grade level GS-11.Specialized experience is defined as: Assisting in the preparation of administrative study findings, recommendations, plans, and reports; Providing information on programs, policies and procedures pertaining to budgets, procurements, reporting and manpower requirements, correspondence, internal controls, and other administrative program functions; Developing communication plans, reports, talking points, briefing documents, and other materials, and the drafting of correspondence and information for presentations and management involving administrative program issues; Assisting with the preparation, execution, and monitoring of budgets and financial management issues. Assisting with the compilation, consolidation, organization, synthesis and summarization of information on a variety of complex issues. Maintaining a correspondence management system to set response times, track and ensure the timeliness and responsiveness of critical correspondence Experience in performing a variety of administrative programs, including making travel arrangements for management and compiling information from a variety of sources to prepare reports; providing clerical and administrative support to supervisors and other key officials; fielding inquiries from a variety of customers and directing them to the appropriate personnel; and maintaining an executive's calendar by planning and scheduling appointments and meetings based on their priorities.**There is no educational substitution at this grade level. GS-13: One year of specialized experience at the next lower grade level GS-12.Specialized experience is defined as: Preparing administrative study findings, recommendations, plans, and reports; Providing advice on programs, policies and procedures pertaining to budgets, procurements, reporting and manpower requirements, correspondence, internal controls, and other administrative program functions; Developing communication plans, reports, talking points, briefing documents, and other materials, and drafting correspondence and information for presentations and management involving administrative program issues; Preparing, executing, and monitoring budgets and financial management issues. Compiling, consolidating, organizing, synthesizing and summarizing information on a variety of complex issues. Managing and maintaining a correspondence management system to set response times, track and ensure the timeliness and responsiveness of critical correspondence. **There is no educational substitution at this grade level.** Combining Education & Experience: If you do not fully meet the length of experience and education described for a specific grade level (e.g. have six months of experience and some coursework but not a degree), the two can be combined to total 100% of the requirement.
