This position is part of the U.S. International Development Finance Corporation (DFC), Office of Administration (OA). As an Administrative Officer, you will serve as a confidential employee reporting directly to the Chief Administrative Officer (CAO) responsible for coordinating department projects and important mission-related matters, and providing administration and program support in the areas of records management, timekeeping, budget and financial management, procurement, and travel.
Duties
Oversees the work of subordinate administrative assistants, clericals, and technical assistants and provides direct staff support to employees within the Office of Administration as directed by the Chief Administrative Officer.
Provides administration and coordination of department projects and manages administrative areas within the department, providing organizational support for database management, human management, records management, and departmental budget and financial management.
Serves as a confidential employee for sensitive or limited need-to-know matters.
Provides Contracting Officer support as a Contracting Officer's Representative (COR) responsible for coordinating procurement requirements and liaison with acquisitions for all Departmental contract related matters.
Supports Agency Records Management programs as the Office of Administration Records Liaison Officer and FOIA Point of Contact.
Responsible for Timekeeping for the Chief Administrative Officer and Office of Administration and coordinates with the agency's master timekeeper and other HR colleagues on timekeeping issues.
Conducts liaison with the Office of Human Resource Management (OHRM) to obtain advice and assistance with personnel matters and organize recruitment efforts.
Performs special projects that require research, review, evaluation, and performance of specific tasks related to administrative programs and business processes.

Qualifications
Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
A. One year of specialized experience equivalent to the GS-9 grade level in the Federal service that demonstrates your experience providing administrative program and technical support to leadership and staff in the areas of records management, timekeeping, budget and financial management, procurement, and travel; gathering information to support reporting requirements and data calls; handling sensitive information with discretion; and organizing and coordinating executive level calendars and meetings ensuring that appropriate materials, read-ins, and other related resource materials are available.
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, in Business, Management, Operations Research and Management, Technology & Operations Management, Organizational Behavior, Human Resources, or related field.
OR
C. An equivalent combination of education and experience as listed above.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
