About the Position: This position is with the United States Army Reserve Command, Civilian Personnel Management Office, Branch C located at Fort McCoy, Wisconsin or Indianapolis, Indiana.
Duties
Serve as the Supervisor of a team responsible for all civilian pay and benefit support functions for the Army Reserve.
Provide technical guidance for a wide variety of complex, difficult issues involving civilian pay, benefits, entitlements, allowances, and other issues presented by employees and supervisors.
Respond to pay and benefits inquiries ranging from standard actions to the most difficult and unusual actions such as night differential, reduced base hours, irregular duty hours, shifts, danger pay, locality pay, and hazard pay.
Review a variety of payroll and time and attendance data, impacting pay, electronic funds transfer payroll deposits, Leave Donor Program, taxes, benefits, Military Furlough, on the job injuries and Master Employee Record information.
Interpret a wide range of laws, policies, regulations and directives; to provide oral/written recommendations pertaining to external DCPS guidance, instructions, regulations and audit recommendations.
Research discrepancies related to programs such as health benefits, group life insurance, thrift savings plan, leave, donor, advanced sick leave, Family Friendly Leave, advance pays, etc.

Specialized Experience Statement: One year of specialized experience which includes:
Researching and advising on complex civilian/military payroll processing and benefit matters;
Developing policies and procedures for payroll issues by analyzing payroll laws, policies, and regulations;
Advising and analyzing problems related to automated pay applications;
Providing technical guidance and assistance on a wide variety of complex issues related to civilian/military pay presented by employees and supervisors; and
Leading/Supervising civilian/military personnel staff.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
