The position is located in the Veterans Health Administration (VHA) Office of Finance's 104 Payment Operations. Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH). This vacancy may be filled in Washington, DC or a 104P Payment Operations Center listed on this announcement.

Duties

Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position. ***Applicants must live within 50 miles of one of the payment centers listed on this announcement prior to start date if selected*** Major Duties: As the Regional AO for VHA Office of Finance, Payment Operations the incumbent has major and significantly diverse responsibilities. The incumbent provides direct line administrative support to the Regional Officer, Area Managers, and Payment Operations Supervisors. The incumbent develops management improvement programs or revised policy and procedure requirements for more effective application of various administrative management systems, such as reports management, information management, etc. The incumbent formulates recommendations to include specifics plans to address/correct deficiencies and/or to Increase positive accomplishments of administrative practices. The incumbent advises the Payment Operations Regional Officer on the overall development and execution of planning and program development and provides detailed analysis and information as needed. The incumbent performs administrative duties such as event scheduling, special projects, program development, and preparation of written responses. The incumbent will be responsible for the direct supervision of Regional ASA/s and Regional ADPAC/s within Payment Operations. The incumbent provides technical and analytical expertise to management regarding the need for alterations or revision to current policies and procedures of the directorate. The incumbent completes other duties as assigned. Work Schedule: Required to work Monday through Friday, TBD upon selection Compressed/Flexible: TBD upon successful completion of orientation Telework: Available after successful completion of a 90-day orientation (applicant is required on site 50% of work schedule per pay period). Remote: This is not a remote position. Virtual: The employee may work at the VA facility or other VA-leased space at an address specified in this announcement that is hiring the employee and is authorized for telework 50% of work schedule per pay period after successful completion of a 90-day orientation. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/17/2024. The following Areas of Consideration for this announcement are as followed: 1st AOC: Current station 134, 104P Operations Employees in Western, Central, Eastern, Appeals & QA (Internal Controls), ECAMS (Systems Management) Regions 2nd AOC: All current Station 134P Employees You MUST provide a most recent SF50 that shows you are a current employee in Station 134, 104P Operations as stated above in the Areas of Consideration. If you do not provide a most recent SF50 that shows you are a current Station 134, 104P Operations employee, you will be automatically disqualified. We do not accept any documents after the closing date of the announcement. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Administrative Officer, GS-12 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-11 level in Federal service to qualify at the GS-12. In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience: 1) Formulates recommendations to include specifics plans to address/correct VHA deficiencies. 2) Conceives and implements new initiatives or mandated items to strengthen current programs within the VHA 3) Directs and participates in administrative research, management analyses and development of technical reports pertaining to VHA program development. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format), and grade levels for all Federal positions to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level. You will be rated on the following Competencies for this position: Analysis and Problem SolvingAnalytical ReasoningManaging Human ResourcesProject Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There is occasional walking, standing, bending, carrying of office items such as files and lifting packages. No special physical demands are required to perform the work.
