About the Position: Serves as the senior budget analyst for the 20th CBRNE Command, performing the full range of budget analysis duties for a Major Subordinate Command (MSC) element. Responsibilities include budget formulation, execution, certification, and accounting controls. Provides technical and administrative leadership for a team of budget analysts and technicians. Reviews and evaluates effects of budget and program changes in the command.
Duties
Serves as the senior budget analyst for the 20th CBRNE Command, performing the full range of budget analysis duties for a Major Subordinate Command (MSC) element.
Oversees the formulation of the command Operations and Maintenance, Army (OMA) appropriation requirements for the Headquarters (HQ) and field units.
Develops and maintains a fiscal structure and coding to accommodate reporting of funding and execution.
Serves as the command primary Point of Contact (POC) with DFAS.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Secret security clearance.
- This position requires travel at least 25% of the time.
- Some overtime work will be required during heavy workload periods, e.g., year-end budget close-out activities.
- Must obtain Financial Management Level II certification within 24 months of entrance on duty.
- This FM level 2 position is designated as such in accordance with the National Defense Authorization Act (NDAA) 2012,Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.
- Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- A one-year Supervisory probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience:
One year of specialized experience which includes:
(1) utilizing budgetary software [such as but not limited to: General Fund Enterprise Business System (GFEBS), Enterprise Resource Planning (ERP) input, Business Intelligence (BI) fund reporting, etc.] for resource planning or fund control;
(2) providing financial advisory recommendations in accordance with budget policies; AND
(3) leading a team or working group on a financial program.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
