The primary purpose of this position is: Incumbent functions as Chief, Joint Manpower and Organization Branch in support of the Joint Manpower and Personnel Division Chief. Responsible for management of joint manpower organizational structure, requirements, policies, plans, and programs.

Duties

Supports program planning for the Joint Manpower and Personnel Division and with approval of the Division Chief or J1 Director/Deputy,makes required changes to the organization and distribution of functions and responsibilities of subordinates. Establishes NGB joint manpower goals and objectives for NGB and all States within the context of the NGB leadership overall plan and goals. Conceives, articulates, and oversees analytical studies relating to National Guard joint programs. Responsible for establishment of an integrated ARNG/ANG methodology to conduct manpower analysis in support of NG joint programs; that will be accepted by ARNG, ANG, DA, DAF, JCS, and OSD. Accountable for manpower readiness and force structure allocated to NG joint programs. Responsible for providing manpower analysis of alternatives that will be used by NG leadership in setting the future course of NG joint programs. Supervises and participates in analysis of historical and projected performance and resource data from Army and Air National Guard standard systems and databases. Serves as the National Guard's principal executor of joint organizational structure, manpower requirements, and resourcing for NGB and 54 States and Territories.Provides guidance to NGB Senior leaders and all States regarding organizational structure, size, and financial (manpower) cost of operations. Develops and implements most efficient solutions. Maintains capability to ensure validity of NGB and JFHQ­ State manpower requirements determination programs as the foundation of the Army National Guard IDA and Air National Guard UMD validation and approval process. Assures synchronization of overall manpower and force structure priorities for NG joint programs are established and followed during Service affordability reviews, and subsequent programming and budget decisions made during the PPBE cycle.Contributes as author/reviewer of the National Guard submission of Army and Air Force Planning and Programming Guidance (A/ AF/PPGM), Program and Budget Guidance, and other key documents that establish NG manpower programming priorities. Key participant with select members of the ANG & ARNG staff, JCS/I 1, DA, DAF, and other staff agencies in the defense of existing ARNG and ANG (NG Service) programs in the budget submission to OSD. Developer and defender of NG joint programs in the OSD Budget. Serves as manpower consultant to Senior National Guard leadership, JCS/Jl, Headquarters Army, Headquarters Air Force, USAMAA (USA Manpower Analysis Agency), AFPC (AF Personnel Center Manpower Directorate), field activities, and other departmental agencies on issues relating to vital resources- force structure and manpower- in development of requirements and affordability analyses. Makes decisions on work problems presented by JI-OM staff and contract work force. Advises Division Chief, Director/Deputy JI, and CNGB staff on problems involving the National Guard Bureau and those problems having an impact on NGB and JFHQ-State programs. Acts for the Director on matters that fall within established policy, that do not require personal attention of the Division Chief or Director/Deputy. As directed, represents NGB and the J1 leadership at meetings, conferences, and discussions as appropriate with representatives of NGB Army and Air Staff Elements, OSD, ASA (M&RA), SAP/MR, CSA, CSAF, Army and Air Staff Elements. Emphasis is placed on coordinating with external agencies and systems development and management. Advises on and recommends changes in organizational structure for NGB and State JFHQ Elements, delegated authority and control measures for improvement of coordination and management of data.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes performing comprehensive knowledge of DA, DAF, ARNG, ANG, NOB organizational structure, programs, mission, policies, goals, and philosophies is required. In-depth knowledge and understanding of the DA and DAF manpower and force structure requirements in order to assess manpower programs and complex force structure issues as they relate to ALL ARNO and ANG programs as well as how they specifically relate to oversight and administration of JFHQ-State programs. Expert knowledge of analytical and evaluative methods to include qualitative and quantitative analysis, in order to develop and oversee the conduct of studies and reviews of Army and Air National Guard JFHQ-State manpower and force structure. Incumbent must be able to defend manpower analysis of ARNO and ANG programs in JCS and OSD forums. Comprehensive knowledge of the laws, regulations, policies, methods, and procedures of the Federal budget process and the DoD PPBES in order to assist in POM development, defend Army and Air NG programs, and identify and recommend needed changes in legislation, policies, or regulations for defense and implementation of JFHQ-State programs. Includes comprehensive knowledge understanding of the relationship between the National Security Strategy, the National Military Strategy, Defense Planning Guidance, and NGB, DA, DAF Departmental Plans. Broad knowledge of computer technology, applications, systems, and models in order to analyze affordability, viability, and impact of programmatic or proposed changes in JFHQ-State force structure, manpower, and related programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge of military command structure, missions, programs, and organizational relationships is imperative. Incumbent is required to have specific manpower and organizational skills to adequately manage and integrate Army and Air Force manpower processes, policies, and data systems to enable and support a fully integrated joint manpower program. 2. Expert knowledge in Requirements Determination (analysis), Organizational Structuring (re-organization), Resource Management (manpower allocation), and Management Engineering (manpower studies) are required in order to oversee management of a multi-million dollar manpower program. 3. Data management oversight skills and DoD budgetary skills (FYDP Management/Planning, Programming, Budgeting, and Execution [PPBE]) are required. 4. Comprehensive knowledge of the laws, regulations, policies, methods, and procedures of the Federal budget process and the DoD PPBES in order to assist in POM development, defend Army and Air NG programs, and identify and recommend needed changes in legislation, policies, or regulations for defense and implementation of JFHQ-State programs. 5. Skill in applying analytical and evaluative techniques for the identification, consideration, and resolution of issues or problems concerning the efficiency, effectiveness, and cost of program operations. 6. Skill in planning and directing the conduct of comprehensive manpower and organizational analyses/studies of a wide diversity of organizations. Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
