About the Position: Serves as a Budget Analyst for the CBRNE Analytical & Remediation Activity (CARA), responsible for formulating execution, prioritization, and fiscal administration for the CARA resource management program.
Duties
Interpret, disseminate and implement programming and budgeting policies and procedures.
Perform budget and program analysis of the organization's program execution and performance.
Provide expert advice and technical direction pertaining to planning, programming and resource execution.
Compile, review and analyze fiscal plan input.
Make formal presentations of the organization's fiscal management activities.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Financial Management Certification at Level II (2) within 24 months of employment.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position may require business travel away from the permanent duty station 10% of the time.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315

Specialized Experience:
One year of specialized experience which includes:
(1) Applying knowledge of budget regulations, policies and procedures to formulate and execute a program budget.
(2) analyzing current and/or historical budget data to ensure regulatory compliance.
(3) Participating in various forums to exchange information relating to the organization's budget/fiscal management functions; AND
(4) Communicating orally and in writing with senior-level management to provide budget administration advice.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
