About the Position: This position is with the United States Army Reserve Command, Office of the Civilian Personnel Management Office, Branch C located at Fort McCoy, Wisconsin or Indianapolis, Indiana.

Duties

Serve as the technical expert and principal advisor in all aspects of the Pay and Benefits Program. Responsible for all civilian pay and benefit support functions for the Army Reserve which consists of approximately 12,000 civilians located through CONUS/OCONUS. Serve as an intermediary between the serviced clientele and the servicing Defense Finance and Accounting Services (DFAS) Center. Receive and analyze problems relating to automated pay applications. Utilize automated payroll/personnel system/subsystems daily for input, output analysis, and corrections. Coordinate verbally and in writing with Army Reserve employees, managers, Time Keepers, and Defense Finance Accounting Service (DFAS), to provide advice and assistance and resolve payroll issues. Provide technical guidance and assistance for a wide variety of complex, difficult issues involving civilian pay, benefits, entitlements, allowances, and other issues presented by employees and supervisors. Investigate and resolve payroll issues associated with types of civilian appointments.

GS-09 Specialized Experience: One year of specialized experience which includes advising on difficult civilian payroll processing matters; researching actions and developing policy and procedures for payroll entitlements; utilizing payroll systems to input a variety of pay requests; and analyzing payroll laws, policies, and regulations. This definition of specialized experience is typical work performed at the next lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11 Specialized Experience: One year of specialized experience which includes advising on complex civilian payroll processing matters; researching complex actions and developing policy and procedures for payroll entitlements; advising on utilizing payroll systems to input a variety of pay requests; and analyzing payroll laws, policies, and regulations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business or Finance. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
