You will serve as a SUPERVISORY ADMINISTRATIVE/TECHNICAL SPECIALIST in the Special Warfare & Expeditionary Systems Department (JX), Expeditionary C3I & Cyber Division (JXY), Expeditionary Maritime C2 Branch (JXYT), of NAVAL SURFACE WARFARE CENTER. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.

Duties

You will serve as Branch Manager for the Expeditionary Maritime C2 Branch located in the Expeditionary C3I and Cyber Division (JXY) of the Special Warfare and Expeditionary Systems Department (JX). You will be responsible for the Branch’s overall effectiveness, efficiency, and productivity and for the development/implementation of the Branch’s policies/procedures. You will analyze and implement procedures and processes for the effectiveness, efficiency and productivity of the programs/projects. You will develop and maintain Branch’s long/short term planning for funding, human resources, facilities and equipment. You will develop procedures to improve the quality of services, products and processes for customers.

• Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
• This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
• Work generally takes place in an office environment/technical laboratory at various locations on Center and may involve travel outside of NSWC Crane
• Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-04 (GS-11/12 equivalent grade level) or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and implementing processes and procedures for effectiveness, efficiency, and productivity of programs/projects to develop strategies and methodologies for improved quality of services, products and processes for assigned customers.
