This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position serves as Budget Analyst within the Business Management Division for Project Manager Cyber and Space located in Hanover, MD (Fort Meade, MD).
Duties
Responsible for advising and performing work in any phase of budget administration when such work requires knowledge and skill in applying budget-related laws.
Analyzes the budgetary impact of new or revised legislation, policies, and procedures.
Develops budget processes, procedures and guidance for executing financial management plans and programs.
Coordinate and reacts to resources/funding/programmatic changes.
Determines the propriety and cost effectiveness of funding requests.
Participates in the monitoring of year-end closing to ensure proper and full use of provided funds, with no anti-deficiency violation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for Practitioner certification in the Acquisition Career Field Business - Financial Management (BUS-FM) within 60 months of entrance on duty.
- Business travel required up to 10% of the time.
- Selectee must be able to obtain and maintain a Top Secret security clearance.
- This position requires Financial Management Level 2 certified position must be able to obtain certification within 24 months of appointment.
- This position has been designated "Mission Essential".
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.

Specialized Experience: One year of specialized experience is defined as: 1) Analyze program execution such as program plans, objectives, and budget justification documents to ensure program meets requirements; 2) Utilize financial databases and systems such as GFEBS to prepare funding related documents; and 3) Monitor the execution of an approved budget in order to report data accurately to leadership. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
