OPEN TO THE PUBLIC The primary purpose of this position is: A budget analyst and financial manager fully responsible for the overall technical aspects of AF Service Cryptologic Component and AF budget and management of resources for specific programs and appropriations. The incumbent of this position may also provide advice and assistance to lower graded analysts in the office.

Duties

DUTY 1: Budget formulation work in support of major initiatives/programs involving preparation of detailed analyses and estimates of annual and or multi-year funding. DUTY 2: Performs budget execution work involving monitoring obligations incurred and resulting expenditures of funds and the administration and review of requests for funds for distribution to program managers. DUTY 3: Provides financial advisory services on budget-related matters such as types of funding available, effects of budgetary changes on related activities, status and use of funds, etc. DUTY 4: Provides expert technical advice on all aspects of budgeting to include review and analysis to ensure program compliance with financial guidance.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive, incumbent must be able to obtain and retain a Top Secret (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed.
  • If authorized, PCS will be paid IAW JTR and AF Regulations. If receiving an authorized PCS, you may be subject to completing/signing a CONUS agreement. More information on PCS requirements, may be found at https://afciviliancareers.com/regulatory/
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Overtime may be required as workload demands and in some cases with no notice due to urgency of time sensitive matters.
  • Incumbent must possess and maintain a valid state driver's license.
  • While attending meetings and conducting required coordination with national-level counterparts, incumbent will frequently be required to travel by vehicle throughout the metropolitan Washington DC area.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
  • Incumbent shall comply with the requirements of this certification program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. *** Salary ranges includes local market supplements *** SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Extensive knowledge budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge budgetary methods, practices, procedures, regulations, policies, and processes, to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations and skill in applying this knowledge to difficult and complex work assignments. 2. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. 3. Knowledge of security practices for ensuring the safeguarding of classified information. 4. Comprehensive knowledge of OMB, congressional, and agency financial management and program objectives, budget precedents and controls, guidelines, and regulations. 5. Ability to apply analytical methods and techniques to evaluate program plans and funding which involves substantial resources, and requires extensive changes in established concepts and procedures. 6. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
