About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command U.S. Army Counterintelligence Command HQ Fort Meade MD.
Duties
Reports directly to the G8, ACIC, on all matters pertaining to financial management of ACIC.
Plans, interprets, monitors, and reviews ACIC's resource management program,to include requirements for additional funding, equipment, and facilities to support current and long-range foreign counterintelligence/counterespionage operations worldwide.
Equitably assigns work among employees and provides expert direction for analytical agenda. Ensures subordinates receive training and experience required to perform the work assigned.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two year trial/probationary period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalentlevel) investigation with eligibility for sensitive compartmented information (SCI).
- Must be able to travel up to 15% of the time both CONUS and OCONUS.
- Must be able to obtain and maintain a valid state drivers license.
- Must be able to pass the Army Defensive Drivers Training Course.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012. See additional information section for more.

Specialized experience is defined as experience providing guidelines on financial oversight, budget formulation, and budget execution sufficient to analyze and evaluate continual changes in program plans and funding and utilizing various automated standard financial management systems such as STANFINS, GCSS-A, GFEBS, GFEBS-SA, GRC,WAWF, ADVANA/DAR-Q, cPROBE, iRIMIS, and/or DTS. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service(GG/GS-12).
