The position is located in the Program Executive Office (PEO). This position is to promote sound financial management business decisions within DCSA, enhance business practices, performance management and measurement, and efficient and effective financial management process. This position will execute a variety of duties within NBIS involving all phases of the DoD Planning, Programming, Budgeting, and Executing (PPBE) process.
Duties
As a SUPERVISORY BUDGET ANALYST you will be responsible for the following duties:
Supervises subordinate budget analysts engaged in all phases of the process for programs within the PEO oversight.
Provides expert advice, assistance, direction, policy guidance, and technical analysis of PEO budget-related resource management programs, and performs all financial resource management functions that relate to PEO programs.
Work directed requires expert knowledge of financial planning; budget execution, formulation and presentation; and business planning.
Manages budget execution and formulation and must monitor and assess programs regularly.
Develops procedures and systems for establishing, operating and assessing the effectiveness of administrative control systems such as those designed to prevent waste, loss unauthorized use or misappropriation of assets.
Develops recommendations for policies for data base management procedures and techniques.

- This position must obtain DoD Financial Management Certification Level 3 within 2 years of appointment date. If certified, certification must be maintained IAW DoD instruction 1300.26.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.
You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility.
Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Budget management, analysis, and planning of programs; financial planning; strategic, and policy planning; performing all financial resource management functions including all operations and maintenance, research and development, and working capital funds.
Specifically you will be evaluated on the following competencies:
1. Budget Formulation, Justification and Presentation - Manage budget requirements by forecasting, developing, and justifying budgets in compliance with statutory/regulatory guidance.
2. Budget Execution - Manage budget requirements by allocating, monitoring, and analyzing budgets in compliance with DoD and other statutory/regulatory guidance.
3. Financial Management Analysis - Analyze, evaluate and review budget and program issues, manpower requirements, financial data, and reports utilizing business tools and applications, cost and economic analysis methodologies, and performance metrics to provide recommended solutions.
4. Written Communication - Writes to convey information in a clear, concise, organized, and convincing manner for the intended audience, using correct English grammar, punctuation, and spelling. Expresses thoughts persuasively and uses effective modes to reinforce message retention.
Influencing and Negotiating - Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.
5. Financial Management Systems - Utilize integrated federal financial management systems and sub-systems to extract data, identify and resolve system problems, and maintain data integrity. In the context of the DoD FM Certification Program, "Financial Management Systems" only include the following systems: Accounting, Managerial cost accounting, Funds management and budgetary resources management, Funds balance with U.S. Treasury, Travel, Payroll (military and civilian), Enterprise resource planning, Budget Formulation and Planning, and Programming, Budgeting and Execution (PPBE).
6. Planning and Evaluating - Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes.
7. Financial Management - Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Applies sound resource management principles, business or industry best practices, and applicable policies, regulations, and laws to support operations. Aligns resources with policy and the strategic direction and priorities. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities.

Substitution of education may not be used in lieu of specialized experience for this grade level.
