This position for The Defense Information Systems Agency is at Fort Meade, Maryland .
Duties
Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment.
Promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
Reviews and structures organization to optimize use of resources and maximize efficiency and effectiveness of the organization.
Develops the Future Years Defense Plan (FYDP) and its related annexes and formulates the agency's Budget Estimates Submission (BES) to OSD.
Prepares technical and summary exhibits for inclusion in the BES and President's Budget submissions.
Responsible for a defendable and quality submission of the agency Program Objectives Memorandum (POM) submission.
Conducts special studies, analyzes data trends, develops projections of program funding requirements, and recommends financial strategies and actions for meeting program requirements.
Provides the highest levels of agency management with financial information including: financial report on the status of funds and rates of expenditures; trend analyses and projections.

- This is a Financial Management Level 3 Certified position.
Qualifications
Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or higher grade in the Federal Service.
Specialized Experience:
For the GS-14, you must have at least one year of specialized experience equivalent in level of difficulty and responsibility to the GS-13 grade level in the Federal service, or comparable in difficulty and responsibility to GS-13 if outside the Federal service.
Specialized experience at the GS-14 level is defined as experience performing various budget functions involving the formulation, justification, and execution of budgets for organizations, programs, or projects necessary to accomplish the organization's missions; experience utilizing financial systems, or equivalent; and experience representing and defending the Agency's position on all financial matters, to include budget and fiscal matters and the effective and timely use of appropriated funds.
In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position.
