This position is located at the United States Mint in Denver, CO as part of the Human Capital Division. As a Human Resources Specialist (Employee and Labor Relations), you will be responsible for the effective management of the Employee and Labor Relations (E/LR) program for an industrial operation employing employees in a wide variety of occupations including professional, administrative, technical, clerical and trades and crafts.
Duties
As a Human Resources Specialist (Employee and Labor Relations), you will:
Provide expert-level advice in the area of Employee and Labor Relations
Serve as the policy-level specialist and as a principal management resource, spokesperson, strategist, and practitioner in Federal Labor Relations Authority (FLRA) and arbitration proceedings for the field facility, as well as in national collective-bargaining negotiations or other dealings and bargaining sessions with labor unions
Research pertinent laws, regulations, and case law; develops theory of defense/strategy based upon professional judgment and consultations with supervisor
Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes: providing advice, guidance, and assistance to senior level management officials regarding a wide variety of matters related to Employee and Labor Relations matters affecting Wage Grade and General Schedule employees in a manufacturing and production or similar environment.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
