Duties

The Office of the Chief of Staff provides leadership to the Agency's efforts to defend civilian networks, secure federal facilities, manage systemic risk to National critical functions, and work with stakeholders to raise the security baseline of the Nation's cyber and physical infrastructure. The primary purpose of the position is to serve as the Management and Program Analyst within the Office of the Chief of Staff. Typical work assignments include: Provides day-to-day support for the agency's front office Senior Executives. Works in concert with other Front Office staff members to ensure daily operations are successfully coordinated and fulfilled. Engages with a variety of government officials, at all levels, as well as private sector executives and their teams. Conducts a variety of authoritative, comprehensive, complex, and sensitive projects and studies that encompass the analysis and evaluation of the distribution of work. Takes action, tracks, and ensures completion of taskings and projects for front office leadership. Coordinates logistics across the agency and with external partners for internal and external engagements and ensures front office leadership is fully prepared. Performs research and writes reports or other working documents that provide guidance on complex program issues. Drafts and reviews correspondence, memoranda, briefings/announcements, or other documents relevant to program activities. Examines, analyzes, and identifies data required for use in the management and direction of programs that affect change within the Agency.

Qualifications

You may qualify for the GS-12 grade level, if you possess at least one year of specialized experience equivalent to the GS-11 grade level performing the following duties: Conducting studies and analyzing program policies, directives, mission plans, and other similar material; and Carrying out assignments and coordinating work with others at horizontal and vertical levels within the organization; and Communicating thoughts and ideas pertaining to technical projects and programs orally and in writing. You may qualify for the GS-13 grade level, if you possess at least one year of specialized experience equivalent to the GS-12 grade level performing the following duties: Serving as a liaison to Support Offices on matters pertaining to the organization, advising senior leadership on areas that may impact mission priorities; and Serving as an advisor and analyst on the evaluation of the effectiveness of programs and operations relating to policy matters, strategic planning, and external affairs coordination; and Reviewing plans and proposals in advance of decision meetings to ensure leadership will have the necessary information needed to make informed decisions; and Developing and coordinating critical mission related planning activities on behalf of senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time After Competitive Appointment: By the closing date specified in this job announcement, current Federal civilian employees must wait at least 90 days after their latest non-temporary appointment from a competitive service referral certificate before promotion, transfer, reinstatement, reassignment, or detail.
