You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the Naval Sea Systems Command, Director for Total Force (SEA10T), Mission Support Financial Management Branch (T2) of NAVAL SEA SYSTEMS COMMAND, Washington Navy Yard, DC.
Duties
You will provide support for financial related programs to include Defense Acquisition Workforce Development Fund (DAWDF), NAVSEA Non-Labor Operating Budget Controls, Budget, Financial Improvement and Audit Readiness (FIAR).
You will manage, collaborate, and communicate the financial aspects of the NAVSEA, HQ Mission Support Budget, to include communicating the recommendations for unfunded emergent requirements.
You will be responsible for gathering and analyzing data from various system sources for reporting purposes both internally and to higher level Echelons.
You will manage NAVSEA Mission Support non-labor budget Controls in support of the organizations mission and prioritizing requirements.
You will be responsible for the management and execution of the NAVSEA Mission Support budget to include the acquisition workforce requirements.
You will perform and/or advise throughout the phases of budget administration, to include: formulation, estimating, presenting, and submission.
You will be responsible for Financial Improvement and Audit Readiness (FIAR) initiatives related to the execution of the Mission Support Budget and answering to FMB and or NAVSEA, Comptroller data calls.
You will analyze and assess the impact of changes to funding levels for program budgeting and execution and provide recommendations for adjustments.
You will demonstrate knowledge and understanding of acquisition planning and Contracting Officer Representative (COR) duties and appropriate COR certifications.

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 Equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: developing and implementing financial management plans and programs for Mission Support contracts.
