Duties
Serves as a subject matter expert on matters affecting children, youth and teens and their families. Supports the Child Youth and Teen, Compliance Supervisor in regulatory compliance requirements for Children Youth and Teen Program and senior subject matter expert (SME) over Marine Corps Children Youth and Teen program compliance in the Family Care Branch, Marine and Family Programs Division, Manpower and Reserve Affairs Department, Headquarters Marine Corps. Provides support for an established inspection program to monitor and maintain compliance of facilities and programs that include: child development centers, school age care programs, family child care programs, youth and teen programs, youth sports programs, and resource and referral services in accordance with Marine Corps, Department of Defense and established standards related to the nature of work and governmental requirements.

Qualifications
Bachelor¿s Degree in Education, Early Childhood Education or a related field appropriate to the work of position AND three years of experience that demonstrates skill to serve as a recognized expert to support day-to-day operation that encompasses: mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to that gained in the above. Three years experience working with DoD Child and Youth programs is highly preferred. Skill to propose operational guidelines for program operations and facilities when established guidelines have not been successful, do not apply or none are available; program scope, requirements and deliverables that require combined resources of many divisions and agencies; develop, modify or provide best of current successful projects to stimulate development and improvement of programs; implement high visibility or complex program plans that significantly affect overall operation and credibility of the agency to meet objectives; coordinate and integrate project activities that require negotiation and resolution of conflicts and controversial disputes over applicability of guidelines and operation of programs; monitor project activities and resources to mitigate risks that can have far reaching affects on operations and/or on large groups of people.Knowledge of and ability to conduct high level analytics regarding program and statistical information to recommend solutions or appropriate action to improve efficiency and effectiveness. Skill in oral and written communication to prepare and present recommendations, solutions and presentations. Ability to maintain high tempo production and manage multiple requirements. Skill to coordinate and interact with numerous activities, and various echelons both within and outside the Marine Corps. Knowledge of Department of Defense, Secretary of the Navy, and Marine Corps regulations and policies regarding military children, youth and teen programming. Knowledge of Federal, State and local child health education, social service, fire, safety and health, resource and referral services, school age child care, contract, hourly and interagency initiatives. Satisfactory completion of a background checks in accordance with IAW PL 101-647 to include a NACI.
