Duties

You will oversee all administrative, financial, facilities, and other support functions of the US Naval Community College (USNCC). You will maintain academic policies supporting the USNCC mission and complying fully with DOD and DON regulations, policy, and applicable law. You will implement programs coordinated with USNCC leaders, Naval Education Enterprise peers, and the Department of the Navy. You will ensure the USNCC achieves and maintains accreditation through Institutional Accreditation and Department of Education processes. You will provide for a comprehensive and effective assessment and evaluation of all academic programs and faculty and student performance within them.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing leadership on long term planning for an academic campus and budget; Overseeing the planning and execution of college wide official academic functions (outreach programs, lectures, conferences, graduation ceremonies); Leading and mentoring other academic personnel; and Providing advice on policies and processes, use of assessment to support accreditation, planning, design, and execution of ongoing and future academic efforts. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess:
  1. Degree: that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.

    OR

  2. Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above.

Evaluation of Experience: Some positions appropriately classifiable in this series involve work in connection with grants or similar funding activities to further educational progress. For such positions, experience gained in an occupational area similar or closely related to the position is qualifying experience, provided such experience involved judgment of a kind and level of difficulty and responsibility essential to successful performance in the position to be filled.
