You will serve as a FINANCIAL MANAGEMENT ANALYST in the TECHNICAL DIVISION (SP20) / REENTRY SYSTEMS BRANCH (SP28) of STRATEGIC SYSTEMS PROGRAMS.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15.
Duties
You will manage different funding sources such as Navy Operations and Maintenance, Navy Research Development, Testing and Evaluation, Other Procurement (OPN) and Weapons Procurement appropriations.
You will budget and provide financial execution with financial management systems such as Navy Enterprise Resource Planning (ERP) to create financial execution documents and reports in support of program/project objectives.
You will extract data from financial management systems such as Navy ERP, manipulate it and put in a format suitable for presentations to support decision-making (Graphs and charts.) .
You will prepare and make presentations to senior Government and military officials on financial and contract execution status, information briefings, and decision meetings.
You will assist contracting officers, contracting officer representatives and technical personnel in contract fact finding. Reviewing contract performance reports to ensure compliance and financial execution in accordance with the contract.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- MSP/PPP applicants must currently hold the required security clearance.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Supportfinancial management of a program to include budgeting and financial execution using financial management software such as SAP (Systems Applications and products). 2)Brief the financial status of the program to senior Government officials and industry leaders.
